Cute but small

My niece is just getting into a 4- and I had to get the 5/6 because it was so tight under her armpits. I'm tempted to buy a 4 so she can have bottoms that fit snugly. The sizing on this is way off- but it's great quality and she loves it.

The swimsuit is adorable but runs small. Needed to exchange for a bigger size
